    • 投资者选择投资于指定的区域中心
    （合伙制）并签署《认购协议》(Subscription Agreement）、《有限合伙制协议》(Limited Partnership Agreement)、《有条件代管协议/弃权书》(Escrow Agreement/Waiver），并在代管帐户中存入 500,000 美元。

    • 法律顾问提交一份《移民请愿书》(Immigrant Petition, I-526)。投资者提供信息和文件，以便他们能够提交一份《移民请愿书》(Immigrant Petition, I-526)。

    • 在 I-526 获得批准后，美国国务院 (Department of State) 签发一份《移民签证申请之投资套件》(Investment Packet for Immigration Visa Application)，其中包含安排签证面谈之前需要投资者了解的信息以及需要投资者填写的表格。

    • 投资者被通知美国领事馆面谈 (U.S. Consulate Interview) 日期，并收到《移民签证申请人约见套件》(Appointment Package for Immigration Visa Applicants)。要求体检。

    • 移民者在获签后 180 天内进入美国。
