    [1/3/10] 美国房贷费用估价单 2010年起须更详细

    2010年1月1日开始联邦政府开始实行新规定,要求房屋贷款机构及地产经纪须向购房者提供更佳的贷款费用。


      新规定要求向消费者提供标准的3页“诚信估价”(Good Faith Estimate), 帮助消费者货比三家,寻找条件最佳的房屋贷款。


      据《华尔街日报》报道,这一规定由住房和都市发展部在2008年11月公布,是对1974年的《房地产处置程序法》(Real Estate Settlement Procedures Act)的更新。


      选择房贷的一个困难就是,提供最低利率的往往并非最佳选择,一些高昂的杂费可以使低利率的好处被抵消。


      另外还有一些很少被注意到的条款,例如提前偿还贷款须交罸金等,也会令买家吃亏。


      为了解决这些问题,新的估价表格要求贷款方将他们控制的所有费用包括在“启动费”(Origination Charge)中,专家建议顾客在选择时注意两点:利率以及“调整后启动费”,后者包括花钱买点支付以降低利率。


      贷款方不得增加启动费的金额,但是一些没有包括在启动费中的其他费用,例如产权服务及记录费,可以在总价上比估价高出10%。


      其他费用的估价,例如房屋保险和由消费者自己选择的、由第三方提供的其他服务,则不受此限制。


      产权保险通常是最大的一笔费用,新表格让消费者知道,他们不必接受贷款方建议的保险公司。


      住房和都市发展部估计,新的规定可以让普通消费者节省700元,部分是因为新的要求将使消费者可以更加明智地消费。


      “诚信估价”已经存在数十年,但是以前没有标准表格,按照新规定,贷款机构及贷款经纪人必须在接到贷款申请后3日内,向顾客提供估价表格。
