    [1/30/10] 加州房贷09年第4季度违约案例减少

    追踪加州房地产市场走向的MDA DataQuick公司于本周三公布的统计数字显示,去年第四季度加州房贷违约通知书发出的数量比2008年同期减少了24.3%。这个数字说明银行已经着手与房贷违约屋主进行磋商。但同期被银行没收的房屋数量有微小幅度的增长。


      据《洛杉矶时报》报道,MDA DataQuick公司的统计数字在很大程度上反映了加州房地产市场的变化趋势。去年第四季度由银行发出的房贷违约通知书数量的减少,预示着银行拍卖屋将不会在短期内大量上市。同时第四季度被银行或放贷方没收的房屋数量比第三季度小幅增长了2.1%。


      银行发出房贷违约通知书是银行没收房屋的第一步。被银行没收后的房屋经过拍卖转换屋主是这一程序的最后一步。


      MDA DataQuick公司总裁瓦尔什(John Walsh)说,许多贷款人或放贷服务方已经清楚地意识到,如果按以前惯用的程序没收房屋,并不是缓解市场压力的最好方式。银行目前的优先做法是尽力帮助屋主保住房屋,然后做短线出售行为。如果不是这样做,银行的损失就更大。


      另外,大银行和房贷融资公司也感觉到来自于华盛顿联邦政府的压力。奥巴马总统推动的“使更多人有能力买房”的计划也促使银行坐下来与房贷违约屋主谈判保住房屋的具体措施和细节。在去年的12月份,银行方面已经降低了加州172288户屋主的还贷利率,但其中大多数是临时减低利息,只有7.8%的屋主得到了长期降息的好处。


      虽然第四季度房贷违约案件较第三季度有所降低,但违约超过120天的案例却有所增加。房地产市场专家指出,临时救急措施没有根治房地产市场病痛的作用,只是将市场的病痛延后,等于是推迟危机的到来。如此说来,新一波的银行拍卖屋的上市是可以期待的。


      从地域分布上看,内陆县房贷违约率较高。莫塞德县、斯坦尼斯劳斯县、河滨县受房地产市场泡沫破裂影响很大,沿海各县,包括旧金山县、马林县、圣马刁县受到的冲击较小。
