[2/20/10] 拖欠房贷情况喜见改善 5重灾州获援款15亿

全美业主拖欠房贷还款的比例接近3年来首次下降,即使跌幅仍然轻微,但仍然令人憧憬,困扰全美多时的房屋法拍潮终于有了纾缓的迹象。但专家指出,数据充其量只反映了楼市不会恶化,复苏之路仍然漫长。



  房贷银行家协会19日公布的数据显示,去年第四季拖欠一期还款的业主比例为3.6%,较第三季的3.8%微跌了0.2个百分点,虽然幅度不显著,但却是自2007年初以来的首次。更令人惊喜的是,第四季由于是感恩节与圣诞节的消费旺季,同时也是入冬的开始,民众在能源方面的开支会增加,传统以来这一季节拖欠房贷的比例都会上升,故此这次的变化意义尤其重大。



  从地区看,拉斯维加斯、迈阿密与凤凰城这三座泡沫爆破最严重的城市,均录得最大的跌幅。综合全美的数据,有楼市专家形容,市场已走上复苏之路,只是过程会缓慢而且历时很长。



  不过房贷银行家协会的首席经济师布林曼认为,最新的数据可说好坏参半,好消息是楼市不会进一步恶化,坏消息是市场仍面对很大的问题。毕竟从统计来看,全国15%的业主拖欠至少一期还款,当中又有一半的人,欠款时间已达3个月,比例明显高于正常的不足20%。



  另一方面,政府继第一波750亿的振兴楼市方案后,总统奥巴马昨天宣布,将向亚利桑那、加州、佛州、内华达与密执安这5个楼市危机最深重的州拨款15亿,协助当地失业和负资产的业主,以及向银行提供诱因,鼓励他们接受房贷再融资。官员形容,方案的规模虽不算大,但却有助扭转全美楼市形势。
